Starting Point:

Hospitals in the Grand Duchy of Luxembourg have been financed from a global budget since the 1990s. In the 2013 Government Programme, the new government declared its intention to introduce a DRG-based financing model for acute care hospitals. Muller Healthcare Consulting was commissioned by the government to test the feasibility of DRG-based financing.

 

Methodology:

Firstly, we examined the regulatory framework to design a feasibility study. Next, we determined the strengths and weaknesses of the current financing system, using international benchmarks. Moreover, we reviewed documentation processes and data availability. To create a base for discussion for all participating parties, we described the DRG system in detail and compared the DRG-based financing systems of various countries. Based on all this evidence, we developed strategic options, drafted recommendations for action and drew up the expected effects on quality, healthcare costs and other criteria, as well as a roadmap. Muller Healthcare Consulting was then given the task of communicating the report and, particularly, talking to all relevant stakeholders.

Our recommendations were accepted in their entirety by the government of the Grand Duchy of Luxembourg in 2016 and are currently being implemented.
